HSC §1261.4 (AB 749) Compliance: What Does it Take?

As required by California Legislation HSC §1261.4 all nursing home medical directors in California must be certified by the American Board of Post-Acute and Long Term Care Medicine (ABPLM). HSC §1261.4 (previously AB 749) will help ensure that every medical director in California is prepared to provide effective oversight of quality and safety in their nursing homes.

What Does it Take?

The road to becoming a Certified Medical Director starts with education. 

  • CALTCM’s Leadership and Management in Geriatrics (LMG) course will help you fulfill the requirement to obtain certified medical director management hours in addition to needed CME hours.

  • The Online Core Curriculum is the first part of the Core Curriculum, covering 22 critical areas impacting PALTC leadership and management.

  • The Core Synthesis is composed of dynamic lectures, spirited role plays, case-based discussion, and small group breakouts.

Vaccine Office Hours With the Experts

 

 

 

 

The California Association of Long Term Care Medicine (CALTCM) together with Health Services Advisory Group (HSAG), the Medicare Quality Innovation Network-Quality Improvement Organization (QIN-QIO) for California and Arizona, invites nursing home medical directors, administrators, directors of nursing, infection preventionists, and vaccine ambassadors to join this meeting series.

CALTCM physician experts will be available to field questions and discuss common challenges that could potentially lead to vaccine hesitancy, and HSAG will be available to field questions and share tools and resources.

It’s 2024, Is Your Facility Compliant With Health and Safety Code (HSC) §1261.4?

In 2022, AB 749 was passed into law, requiring all nursing home medical directors in California to be Certified Medical Directors.  Certification will help ensure that every medical director in California is prepared to provide effective oversight of quality and safety in their nursing homes. However, during a recent call with CDPH, CALTCM learned that hundreds of California nursing homes have yet to complete form HS 215A in relation to the required reporting under Health & Safety Code (HSC) §1261.4.

Has your facility complied and submitted HS 215A to report your medical director’s status? If not, it's not too late.  We created a webpage to help you stay compliant with HSC §1261.4.

In addition, CALTCM has CME programs to help your medical director obtain the additional hours needed for their CMD certification; our acclaimed Leadership and Management in Geriatrics (LMG) course will be presented virtually June 6-8, and the 50th Annual Meeting, the 2024 CALTCM Summit for Excellence, will be hosted September 27-28 in Napa, CA, with a special Gala on Thursday, September 26th to celebrate our 50th Annual Meeting.

CALTCM is thrilled to announce and extend our heartfelt congratulations to Dr. Charlene Harrington for being awarded the Dan Osterweil Outstanding Leader in Post Acute and Long Term Care Award. Dr. Harrington is a respected worldwide expert whose name is synonymous with appropriate staffing and quality nursing home care. Over that past four decades she has worked tirelessly not only to advocate, but to publish evidence-based research on this incredibly important topic. 

Dr. Harrington has devoted endless service to local, state, national, and international organizations and government entities. She is selfless in her commitment to the needs of nursing home residents and the frontline staff who care for them. Her dedication to education has empowered countless healthcare professionals, shaping the future of long-term care medicine. Her advocacy efforts have championed the rights and well-being of long-term care residents, leaving an indelible mark on the industry.

About Dr. Harrington

Charlene Harrington, Ph.D., RN, is Professor Emerita of Sociology and Nursing at the University of California, San Francisco. As a gerontologist, she is one of the nation’s leading experts on nursing homes and long-term care. She was elected to the American Academy of Nursing and the Institute of Medicine. She has served on Institute of Medicine 1986 committee report on “Improving the Quality of Care in Nursing Homes” that led to major federal nursing home reform legislation in 1987.

Her research has focused on long term care consumer information systems; home and community-and service programs and policies; nursing home quality, staffing, regulation, ownership and financing; and international nursing home research. She has published over 250 articles in professional journals on long term care. Recently she has published articles of the positive relationship between staffing and COVID-19 infections and deaths, on California nursing home profits, and on US nursing home finances.

She served as an advisor to the government’s Nursing Home Compare website, called the 5-star rating system, and as advisor on many other government projects. She has provided testimony many times to various governmental bodies and agencies, including the US Senate and Congress and the California legislature.
